About Excelsis

Infrastructure-grade power for the Indo-Pacific’s industrial growth.

Excelsis Development Corp. develops firm renewable power and long-duration storage infrastructure for advanced-manufacturing zones in the Indo-Pacific, beginning in the Philippines.

Excelsis acts as project developer and general partner. It originates, structures and de-risks each project — covering site, permits, technology selection, offtake and financing — and partners with experienced EPC, O&M and technology providers for delivery and operation.

Our Mission

To develop firm, resilient renewable power and long-duration storage infrastructure that gives advanced-manufacturing zones in the Indo-Pacific reliable, high-quality, 24/7 clean energy, built on technology from U.S. and allied suppliers.
01

Firm, not intermittent

Hybrid generation paired with long-duration storage, designed to deliver around-the-clock power rather than daytime-only energy.

02

Built for the locator

Direct supply of reliable, high-quality power to semiconductor, electronics and advanced-manufacturing locators with sensitive fabrication and packaging lines.

03

Secure supply chains

The Philippines joined the Pax Silica secure-supply-chain framework on April 17, 2026. Excelsis projects are built on technology from U.S. and allied suppliers, supporting those shared economic-security goals.

04

Resilient by design

Engineered for the Philippine climate, with a typhoon-resilient design approach, multi-day storage and grid-stabilizing inertia and voltage support.

Flagship Project

New Clark City Hybrid Power Project

A proposed hybrid renewable power facility of up to 100 MW with long-duration energy storage, developed to supply firm, 24/7 clean power directly to industrial locators in the Clark Advanced Manufacturing Park.

Solar PV
Up to 60 MW

Primary daytime generation, sized to final site engineering.

Wind
Up to 40 MW

Complementary generation profile, deployed in phases beginning with a pilot.

CO₂ Battery
25 MW / 250 MWh

Daily shifting and firming, with synchronous inertia and voltage support.

Iron-Air Storage
Multi-day

Multi-day firming and resilience, sized in engineering.

PHASE 0

Site & Permitting

Site data, feasibility study and front-end engineering design (FEED), environmental and social impact assessment, Environmental Compliance Certificate and grid study.

PHASE 1

Pilot

A wind pilot plus initial solar and storage, following feasibility, permits and financial close for the pilot.

PHASE 2

Full Build-Out

Expansion to the full hybrid configuration of up to 100 MW following successful pilot operation.

Technology

A hybrid architecture engineered for firm supply.

Each component is selected for a specific role — generation, complementarity, firming or stability — and sourced from U.S. and allied suppliers.

Solar PV

Thin-film photovoltaic modules on single-axis trackers provide the project’s primary daytime renewable generation, sized to final site engineering.

Commercial-Scale Wind

Vertical-axis wind turbines add a generation profile that complements solar, deployed in phases starting with a pilot, within a typhoon-resilient design approach.

Long-Duration Storage

A 25 MW / 250 MWh CO₂ battery for daily shifting and firming, complemented by multi-day iron-air storage for extended firming and resilience.

Grid Integration

The CO₂ battery’s synchronous generator provides physical grid inertia and voltage stability — essential for sensitive fabrication and packaging lines.

01Wind hybrid + LDES

New-technology long-duration storage paired with complementary solar and wind generation.

02Typhoon-resilient design

A design approach shaped by the Philippine climate, backed by multi-day storage for resilience.

0324/7 firm clean power

Around-the-clock, high-quality supply for advanced-manufacturing locators.

Experience across government, development and capital.

Joseph Ducat

Managing Director

A finance graduate of the University of Southern California, Joseph began his career in Kuwait on government projects during the country’s post-1991 reconstruction, gaining early experience delivering public-sector work in a demanding international environment.

He later spent several years acquiring, redeveloping and selling residential real estate, and structuring private equity funds to finance property acquisitions. At Excelsis, he brings that combination of government-project experience, development execution and capital formation to originating and structuring the company’s projects.

Eric G. Singson Jr.

Executive Director

Eric holds an MBA and served as Member of the Philippine House of Representatives for the 2nd District of Ilocos Sur in the 15th Congress (2010–2013).

He is an executive in his family’s hospitality group, which operates multiple hotels and resorts, including Le Monet Hotel at Camp John Hay, Baguio City. At Excelsis, he leads stakeholder and government coordination in the Philippines.
